For you as a Netherlands-based entrepreneur, this means that in practice you charge 0% VAT on your invoice and therefore do not have to pay any VAT on your supply. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">To keep track of these international VAT shifts within the EU, the Dutch Tax Administration (Belastingdienst) will ask you for an opgaaf ICP, also known as an ICP declaration. This is simply where you report exactly which VAT you\u2019ve shifted, and to whom. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">As a Netherlands-based entrepreneur, you can also have VAT reverse-charged to you. You don\u2019t have to file an ICP declaration for this, but you do mention the reverse charge in your regular VAT return (btw-aangifte). Three things are important: <\/span><\/p><ol><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Charge 0% VAT<\/b><b><br \/><\/b>When reverse-charging VAT, you must, as mentioned, charge 0% VAT.<\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>State the reverse charge<\/b><b><br \/><\/b>You must mention on the invoice that the VAT is being reverse-charged (btw verlegd).<\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Note the VAT numbers<\/b><span style=\"font-weight: 400;\"><br \/><\/span>It is also important to include the VAT number of both your customer&#8217;s business and your own business on the invoice: the reverse charge takes place between those numbers.<\/li><\/ol><p><span style=\"font-weight: 400;\"><br \/>A VAT number? Don&#8217;t worry: if you are an entrepreneur for VAT purposes, you received a VAT number from the Dutch Tax Administration at the start of your business. You can always find this number via <\/span><a href=\"https:\/\/www.belastingdienst.nl\/wps\/wcm\/connect\/en\/business\/content\/log-in-for-entrepreneurs\"><span style=\"font-weight: 400;\">Mijn Belastingdienst Zakelijk.<\/span><\/a><span style=\"font-weight: 400;\"> Note: as a freelancer, you received two different VAT numbers. Is a VAT number not recognized by VIES? You checked those numbers with VIES first, of course. In addition, you state the amount of turnover on which the VAT has been reverse-charged. The deadline is the same: no later than the last day of the month following the quarter. <\/span><\/p><p><span style=\"font-weight: 400;\">There are a few exceptions:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Do you supply more than \u20ac50,000 worth of goods per quarter to parties outside the Netherlands, but within the EU? Then the Tax Administration wants you to file a monthly ICP declaration. You don\u2019t need to file an ICP declaration for this, but you do need to process it in your regular VAT return. In box 4b (  <\/span><i><span style=\"font-weight: 400;\">supplies\/services from countries within the EU rendered to you), you enter which VAT has been reverse-charged to you. In vakje 5b. (voorbelasting<\/span><\/i><span style=\"font-weight: 400;\">), you immediately reclaim that VAT. This keeps the balance at \u20ac0, which means that the reverse charge is neatly processed.  <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Note: are you not an entrepreneur for VAT purposes, for example because your activities are exempt from VAT or do you make use of the KOR? Then be aware that no VAT can be reverse-charged to you: state this to your suppliers as well, to avoid confusion. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Is your head spinning from all those boxes in the VAT return and cross-border reverse charges?
